Is it possible for the formal head of the Legislature to call a special session and address both the Assembly and the Council at the same time?

“The Governor’s address to the first session of the Legislature has been held to be required,” according to MP Jain’s ‘Indian Constitutional Law’ (P 328). The Legislature cannot be said to have lawfully met unless this formality is completed.
